I obtained my Bachelor of Science degree from Stillman College in Tuscaloosa, Alabama and have a Master of Education degree from Florida A&M University. I am a native of Alabama, but have been a resident of Palm Beach County since 1965. I presently live in Mangonia Park where I previously served as Vice Mayor in 1988 and Mayor in 1991. In 1992, I was elected to the Florida House of Representatives and served four consecutive terms as the District 84 representative. During my state tenure, I served on many House committees that brought much needed state dollars home to Palm Beach County. These appropriations included $1.35 million for the Mangonia Residence for senior citizens; $751,000 for Floridians stricken with Parkinson's Disease; $250,000 for the Belle Glade Business Park Wages Program to create new jobs; tax relief for NOAH, an organization that provides affordable housing to more than 400 families in the Glades; $249,000 for the renovation of the Lake Park Library; $500,000 for the St. Mary's Medical Center Children's Emergency Room Wing; $500,000 for Home Safe; and $100,000 for project SOAR Healthy Mothers/ Healthy Babies. Since joining the BCC, I have helped secure funding for projects beneficial to our community such as an aquatics facility in Riviera Beach, the Dan Calloway Recreation Complex, the Northwest Community Center, the Spady House Museum and C. Spencer Pompey Amphitheater in Delray Beach, the Wilson Recreation Center and Pool Renovation, the 1916 County Courthouse Restoration and the 4-H Community Gardens. I arranged recreational and cultural funding in support of Heritage Fest, Children's Outreach, the Mt. Olive Community Outreach Center, the Roots Festival, the Soul of Delray, the Annual Jazz & Blues Festival in Riviera Beach, the Salvation Army, the Teen Partnership Coalition, and Operation Hope, not to mention several school-based programs. I have also applied funds from the district improvement program to various projects giving many streets and neighborhoods in my district a "make-over." A few of those projects were the Pineapple Grove Roadway Improvement, San Castle Drainage and Landscaping, Avenue U Street Lighting, 25th Street Improvement and the Town of Lantana Street Improvements. With the concerted efforts of many individuals and business leaders in the community, I was able to organize the first Homeless Task Force for Palm Beach County. Also, the Florida League of Cities named me the " Commissioner of the Year" for 2007. This honor was given for presiding over tough County transitions and improved relationships with Cities.
