Under the Community Development Block Grant (CDBG) Program, several programs are available to help low/moderate income homeowners with the cost to rehabilitate their homes. Additionally, funds are also available through the CDBG Program to help municipalities and non-profit organizations make capital improvements to a building or the infrastructure of a neighborhood in order to provide needed assistance to low/moderate income persons or persons with disabilities. Residential Rehabilitation Program: This program provides technical and financial assistance to qualified property owners of single-family detached homes which are located in unincorporated Palm Beach County or in one of the municipalities participating in the program for the purpose of upgrading their properties to meet applicable codes. Work on these properties may include roofing, electrical, plumbing, structural repairs, painting, doors, windows, and hurricane protection, provided that these repairs are practical and feasible. Qualifications: Under this program, a qualified property owner is the owner/occupant of the property, having a home located in an eligible area and having a combined household income of less than 80% of the County's median income. Under this program a qualified property owner, who owns a single family unit, can receive up to $35,000 for the repairs and associated costs, and also receive up to $10,000 for the removal of lead-based paint from homes built before 1978. Repayment: Under this program, you will be asked to give the County a 15 year mortgage on your home in exchange for the amount you receive in assistance for reparis and associated costs. No repayment of the mortgage will be required during the 15 year period as long as you comply with the requirements of the mortgage. However, the entire amount of the mortgage (and any other amounts required by the mortgage) will have to be repaid in the event you default on the mortgage, such as if you sell your home or transfer of title to your home. After 15 years, if you have met the conditions of the mortgage, the County will issue you a satisfaction of mortgage. The cost of removing lead paint, up to $10,000, is a grant that does not have to be paid back (and is not included in the mortgage amount). Emergency Rehabilitation Program: This program also provides emergency rehabilitation to qualified property owners for the purpose of upgrading their properties in order to cure certain conditions on an urgent basis. For an emergency rehabilitation, the qualified property must consist of a single detached dwelling or a single attached unit (however, work can not be on a building component shared by another unit that is attached to it.). For emergency rehabilitations, a qualified property owner can receive a grant in an amount up to $15,000, which does not have to be paid back to the County. For more information on Housing Rehabilitation, click here Demolition: This program provides funding assistance for the removal of blighted conditions through the demolition of dilapidated structures. Structures that are demolished are deteriorated to an extent where rehabilitation is not feasible. Capital Improvements: Under the CDBG Application Process, County agencies, municipalities and non-profit organizations can request funding to improve conditions in low/moderate income areas due to various factors, such as delayed maintenance, weather, etc. The capital improvements section of HCD oversees contracts and agreements in connection with the construction of roads, water and sewer systems, storm water drainage, and community facilities. In addition, capital improvements monies provide funding for parks, recreational facilities, Americans with Disabilities Act improvements, and infrastructure for low/moderate income housing.
