As part of emergency management operations, the EMS / Health & Medical Section of Emergency Management is primarily responsible for: the issuance of County Certificates of Public Convenience and Necessity (COPCN) to EMS providers; enforcing the Palm Beach County EMS Ordinance (#2001-025) and its accompanying rules and regulations; inspecting all EMS providers’ ambulance / rescue vehicles and equipment annually; and providing staff support and guidance to the EMS Council, a seventeen-member council which serves as an advisory body to the Board of County Commissioners.
