    At the May 7, 2024, Board of County Commissioners meeting, the board took the following action on the regular agenda:

    Administration – received and filed the 2024 Legislative Session Report. Staff presented a review of the report that included legislative policy and appropriation based priorities.
    Received and filed, 5-0, the updated Board Directives Report, which includes in-process and completed board directive items.

    Housing and Economic Development – approved Neighborhood Stabilization Program 2 (NSP2) re-funding of $2 million for Village of Valor for the restructured Village of Valor project. The current project includes new construction of 54 rental apartments and areas for support services.

    Approved HOME Investment Partnerships (HOME) Program Community Housing Development Organization (CHDO) funding award of $1 million for program activities to Community Land Trust (CLT) of Palm Beach County and the Treasure Coast, and a HOME CHDO funding award of $320,000 for operating to the CLT, conceptually approved a General Obligation Housing Bond Loan Program – For Sale Housing Development award in the amount of $1.640,000 to CLT and transmit the approved proposal to the County’s third party underwriter and negotiate the loan agreements.

    Conceptually approved General Obligation Housing Bond Loan Program (HBLP) for an Affordable Housing Multifamily Development award for Calusa Pointe II (168 county assisted units) for $7,560,000 and transmit the proposal to the County’s third party underwriter and negotiate the loan agreements.  Postponed funding for Village of Valor, Waterview Apartments at Mangonia Park and Isaiah Clark Apartments and authorized staff to meet with developers, negotiate and return on June 4.  Authorized staff to meet with Spectra HTG Drexel Road Senior Apartments developer and bring back on June 4.

    Conceptually approved HBLP funding in the amount of $4.7 million for Residences at Marina Village (118 county assisted units); HIP funding in the amount of $4.65 million for One North Lake (54 county assisted units), HIP funding in the amount of $3.2m for Westgate Terrace One (37 county assisted units) and the projects will be sent for underwriting and a cost certification.  Postponed Gallery at Sunset Park, Residences of Lake Worth Beach and Judge Rogers Court and authorized county staff to negotiate and bring back on June 4. 

    Postponed the creation of four (4) new ad-valorem funded positions in the Department of Housing and Economic Development and budget transfer until June 4 meeting.

    Financial Management & Budget – postponed a resolution amending and supplementing the issuance of not to exceed $127 million General Obligation Bonds for the construction and equipping of Workforce and Affordable Housing Units until June 4 meeting.

    Facilities Development & Operations – approved, 6-0, an agreement for the purchase and sale of vacant land located north of Indiantown Road and east of Bee Line Highway.  These are interior parcels located in an area known as Palm Beach Heights (part of the Pal-Mar Ecosite).  The Pal-Mar Ecosite is part of a large ecological greenway that stretches from just west of the Atlantic Ocean to just east of Lake Okeechobee. 

    Planning, Zoning & Building – adopted, 6-0, resolutions to authorize County tax exemptions for several historic properties located within the City of West Palm Beach, Town of Palm Beach and City of Delray Beach.

    Fire Rescue – received and filed, 5-0, a presentation of the FY2025 Fire Rescue Department’s Proposed Operating Budget.

    Library - received and filed, 5-0, a presentation of the FY2025 Library Budget & Capital Program Overview. (5-0)

    Water Utilities – received and filed, 5-0, a presentation of the FY2025 Water Utilities Department’s Proposed Operating Budget.
